CEA Rates 2026 Hiked: Claim ₹33,750 Per Child Now (Official Order PDF)

CEA Rates 2026 Hiked: Claim ₹33,750 Per Child Now (Official Order PDF)

As of February 2, 2026, the Children Education Allowance for Central Government employees stands revised by 25% following the Dearness Allowance crossing the 50% threshold. The Department of Personnel & Training has confirmed that the new monthly reimbursement limit is ₹2,812.50 per child, effective retrospectively from January 1, 2024.

✅ Claim Update (Academic Year 2025-26): Employees can now claim the enhanced rate of ₹33,750 per child per annum. The previous limit was ₹27,000. If you have already claimed at the old rate for the last session, you are eligible to claim the arrears in the current financial year.

CEA Rates 2026: The “25% Hike” Rule Explained

Under the 7th Pay Commission recommendations, specifically Para 1.32, certain allowances are indexed to the Dearness Allowance. The rule states that whenever DA rises by 50%, the limits for Children Education Allowance and Hostel Subsidy shall automatically increase by 25%.

Since DA crossed 50% in January 2024, the rates have been revised permanently.

Allowance Type Old Rate (Pre-2024) New Rate (2026) Annual Limit (Per Child)
Children Education Allowance (CEA) ₹2,250 / month ₹2,812.50 / month ₹33,750
Hostel Subsidy ₹6,750 / month ₹8,437.50 / month ₹1,01,250
Divyang Child CEA ₹4,500 / month ₹5,625 / month ₹67,500

Fixed Reimbursement: The amount of ₹2,812.50 is fixed. It means you do not need to produce bills matching exactly this amount. Even if your actual school fee is lower or higher, the government reimburses this fixed sum upon production of a valid certificate.

Eligibility Criteria for 2026 Claims

Before submitting your claim form, ensure you meet the specific conditions laid down by the DoPT Office Memorandum.

1. Age and Class Limit

  • Minimum Class: Nursery, two classes prior to Class 1.
  • Maximum Class: Class 12.
  • Age Limit: Up to 20 years for normal children and 22 years for Divyang children.
  • Number of Children: Restricted to the first two surviving children only. The third child is eligible only in case of twins during the second childbirth or failure of sterilization operation.

2. School Recognition

The school must be recognized by the Central or State Government or a Union Territory Administration or by a University or a recognized educational authority having jurisdiction over the area where the institution is situated.

Step-by-Step Claim Process (e-HRMS & Manual)

Most ministries have shifted to the e-HRMS (Electronic Human Resource Management System) for faster processing. However, the manual method is still prevalent in Railways and Defence.

Method A: Online Claim via e-HRMS

  1. Login: Access your departmental portal (e.g., HRMS Railway or e-HRMS 2.0).
  2. Navigate: Go to Claims > Children Education Allowance.
  3. Select Year: Choose “Academic Year 2025-26”.
  4. Upload Document: Upload the “Bonafide Certificate” signed by the School Principal.
  5. Self Certification: If you cannot get the school certificate, you can upload the Report Card and Fee Receipts of the entire year self-attested by you.
  6. Submit: Forward it to your Reporting Officer.

Method B: The “Bonafide Certificate” Format

You do not need to submit monthly fee receipts if you have the Bonafide Certificate. The format must include:

  • Name of the Child and admission number.
  • Date of Birth as per school records.
  • Statement that the child studied in the school during the Previous Academic Year.
  • Signature and Stamp of the Head of Institution.
⚠️ Important: Claims are processed once a year after the completion of the academic session. For 2025-26, you can apply starting April 2026.

Hostel Subsidy Rules 2026

The Hostel Subsidy is a separate benefit payable in addition to CEA. However, it has stricter conditions.

  • Distance Rule: The residential educational institution must be located at least 50 kilometers from the employee’s residence.
  • Boarding Requirement: A certificate from the Principal is mandatory stating that the child resided in the hostel and incurred boarding/lodging expenses.
  • Amount: ₹8,437.50 per month. Unlike CEA, this is also a fixed amount, but the certificate must mention that expenses were incurred.

Special Provisions for Divyang Children

The government provides enhanced support for “Differently Abled” children.

  • Double Rate: The reimbursement is payable at double the normal rates, which is ₹5,625 per month.
  • No School Link: If the child cannot attend school due to disability, the reimbursement is allowed for education at home or through special kits, subject to self-certification.

Income Tax Exemption on CEA

There is often confusion between the “Reimbursement Limit” and the “Tax Exemption Limit”.

Component Rule
Reimbursement (What you get) ₹33,750 per year (Taxable Salary)
Tax Exemption (Old Regime) ₹100 per month per child (₹1,200/year).
Tax Exemption (New Regime) NIL. The entire amount is fully taxable.

Tax Tip: The exemption limit of ₹100/month was set decades ago and has not been revised. Effectively, almost the entire CEA amount is added to your taxable income under the head “Income from Salaries”.

Common Myths vs Facts

The Myth The Fact (Official Rule)
“I need to submit original fee receipts.” False. A single Bonafide Certificate from the school is sufficient. Receipts are needed only if the certificate is unavailable.
“Both husband and wife can claim.” False. Only one parent can claim CEA for the children. If both are Govt employees, they must decide who will claim.
“CEA is stopped if the child fails.” False. Reimbursement is not linked to the academic performance of the child. It allows for failure in a class, but not for dropping out.
Can I claim CEA for books and uniforms separately?

No. The fixed monthly allowance of ₹2,812.50 is inclusive of all expenses like tuition fees, books, uniforms, shoes, and library charges. No separate bills are reimbursed.

Is Hostel Subsidy payable during summer vacations?

Yes. Hostel subsidy is paid for the entire academic year (12 months), regardless of vacations, provided the child remains on the hostel rolls.

Can I claim arrears for the previous year 2024-25?

Yes. If you failed to claim CEA in the previous financial year, you can submit a “Time Barred” claim which requires special sanction from the Head of Department, usually allowed for up to 2 years.
