Commuted Leave allows an employee to exchange Half Pay Leave (HPL) for full pay leave on medical grounds. For every 1 day of Commuted Leave taken, 2 days are deducted from your HPL account.

Many employees confuse “Sick Leave” with “HPL.” If you have HPL in your account but need full salary during illness, you must apply for “Commuted Leave.” This converts your half-pay days into full-pay days at a 2:1 ratio.
1. The Calculation Formula (Double Debit)
The math is simple: You “spend” two half-pay days to “buy” one full-pay day.
Scenario: You need 10 Days Leave
Requirement: 10 Days Full Pay.
Action: Apply for Commuted Leave.
HPL Deducted: 20 Days
Scenario: Insufficient Balance
Available HPL: Only 10 Days.
Max Commuted Leave: 5 Days.
Result: 5 Days Full Pay
2. Without Medical Certificate (Exceptions)
Generally, a Medical Certificate is mandatory. However, CCS (Leave) Rule 30 allows exceptions where NO medical proof is needed:

3. The Resignation Trap (Critical Rule)
⚠️ Warning: If you take Commuted Leave and then resign or retire voluntarily without returning to duty, the Commuted Leave will be retrospectively converted to HPL.
Result: The difference between Full Pay and Half Pay will be recovered from your dues. (Exception: Resignation due to ill-health or death).

Can Commuted Leave be rejected?
Yes. Like any other leave, it requires sanction. The authority must be satisfied that the employee will return to duty after the leave.
Do I need a Fitness Certificate to rejoin?
Yes. If granted on medical grounds, you must produce a Medical Certificate of Fitness from an authorized doctor before resuming duty.
