DoPT 2026 Reforms: Paperless NPS Onboarding and Digital Canteen Modernization Orders

The Department of Personnel and Training (DoPT) and PFRDA have kicked off 2026 with a massive push toward “Zero-Paper Governance.” Two major orders released today are set to change how central government employees manage their pension accounts and office amenities.

1. Paperless NPS Onboarding via OTP

Following the latest PFRDA circular, the National Pension System (NPS) has moved to a completely OTP-based authentication model. New recruits and existing employees shifting to the 8th Pay Commission structure no longer need to submit physical forms for PRAN generation or scheme preference changes.

What has changed?

Aadhar-linked mobile numbers are now the primary tool for e-signing. This reduces the processing time for NPS accounts from 15 days to just **24 hours**.

2. Modernization of Departmental Canteens (FY 2026-27)

In a fresh DoPT order, funds have been sanctioned for the Modernization of Non-statutory Departmental Canteens. This includes the implementation of digital payment systems and AI-based inventory management to improve food quality and service for employees.

3. Caution Advisory: Beware of Fake Entities

Along with these updates, the DoPT has issued a Caution Advisory against fake training programs being offered by unauthorized entities like the “National Institute of Secretariat Training & Development (NISTD).” Employees are advised to verify all training circulars via the official persmin.gov.in portal.
