As of February 3, 2026, the Department of Posts continues to regulate the leave entitlements of Gramin Dak Sevaks (GDS) under the GDS (Conduct and Engagement) Rules, 2020. A major recent reform has been the ability to accumulate Paid Leave up to 180 days, ensuring financial security for GDS BPM and ABPM staff. However, confusion persists regarding “Emergency Leave” and “Leave Encashment”.

✅ Official Rule (2026): GDS employees are entitled to 20 Days of Paid Leave per year (credited as 10 days on Jan 1 and 10 days on July 1). The unutilized leave can be carried forward to the next half-year, subject to a maximum accumulation of 180 Days.

Types of Leave Available for GDS (Master Chart)

Unlike regular departmental employees (Central Govt Staff), GDS are not eligible for “Casual Leave” (CL) or “Earned Leave” (EL) in the strict sense. Their leave structure is simplified into Paid Leave and Leave Without Allowance.

Note: Paid Leave can be availed without a medical certificate. However, for leave exceeding 3 days, prior sanction is usually mandatory via the DARPAN App or Divisional Office.

Emergency Leave Rules (The 5-Day Provision)

Introduced to handle urgent personal matters, Emergency Leave is separate from Paid Leave.

  • Quota: Maximum 5 days in a calendar year.
  • Conditions: It cannot be combined with Paid Leave. It is meant for unforeseen emergencies like illness or family urgency.
  • Prior Sanction: Unlike Paid Leave, this can be approved post-facto (after taking the leave) in genuine cases, but intimation to the Overseer/Inspector is required.
  • Lapse: If not utilized by December 31st, it lapses. It does not carry forward.

Paid Leave Accumulation & Encashment Myth

This is the most misunderstood topic. While Regular employees get “Leave Encashment” (Money in exchange for leave) upon retirement, the rules for GDS are different.

1. Can GDS Encash Leave?

Yes, but only on Discharge/Resignation/Death.

A GDS can receive cash equivalent to the accumulated Paid Leave (Max 180 Days) at the time of exit from service.

  • Formula: (TRCA + DA) / 30 × Number of Accumulated Days.
  • Example: If TRCA is ₹14,500 and DA is 60%, and you have 180 days saved:

    (₹23,200 / 30) × 180 ≈ ₹1,39,200 (Lump Sum).

2. No “LTC Encashment”

GDS employees are NOT eligible for the 10-day Leave Encashment benefit that regular employees get during LTC (Leave Travel Concession).

How to Apply for Leave on DARPAN Device / App

With the implementation of DARPAN 2.0 (Android), leave applications have gone digital.

  1. Login: Open the Unified DARPAN App using Employee ID (Biometric/Face Auth).
  2. Menu: Navigate to “HRMS” > “Leave Management”.
  3. Select Type: Choose “Paid Leave” or “Emergency Leave”.
  4. Dates: Enter “From Date” and “To Date”. The system will show the number of days.
  5. Substitute: Enter the details of the Substitute (person managing work in your absence). This is mandatory for Single-Handed BOs.
  6. Submit: The request goes to the Sub-Divisional Head (ASP/IPO) for approval.

⚠️ Substitute Rule: A GDS cannot proceed on leave (except Emergency) unless a substitute is arranged and approved. The substitute must meet the educational and age criteria required for engagement.

Maternity & Child Care Provisions

Female GDS are eligible for substantial benefits:

  • Maternity Leave: 180 Days (Approx 6 months) with full TRCA. Valid for the first two surviving children.
  • Miscarriage/Abortion: Up to 45 days of paid leave in the entire service career.
  • Child Care Leave (CCL): currently NOT admissible to GDS. This is a demand raised by the unions for the 8th Pay Commission Consideration.

Leave Without Allowance (LWA) Rules

If you exhaust your Paid Leave and Emergency Leave, you can apply for LWA.

  • Limit: Generally approved for genuine medical reasons.
  • Impact: No TRCA is paid for this period.
  • Service Break: Long periods of LWA (beyond 180 days) may affect your annual increment date and gratuity calculation.

Yes, provided they have sufficient Paid Leave balance and a substitute arrangement is approved by the appointing authority. However, leave beyond 180 days at a stretch is generally not permitted.

What happens if I don’t use Emergency Leave?

The 5 days of Emergency Leave are “Use it or Lose it”. They automatically lapse on 31st December and are credited fresh (5 days) on 1st January.

Do I get TRCA for Sunday/Holidays during leave?

If a holiday (Sunday/Gazetted) falls within the leave period, it is counted as leave. However, prefix and suffix holidays are allowed.
