As per the Headquarters guideline dated 19.01.2026, this initiative aims to enhance the capacity building of officers and officials within the Indian Audit & Accounts Department (IA&AD).

1. Incentive Structure (Duration Wise)

2. Guidelines for Admissibility
Officials must adhere to the following conditions to claim the incentive:
- Course Limit: An officer/official may pursue a maximum of two courses in a calendar year for the purpose of availing incentives.
- Certification & Exam: Wherever certification is required, the officer must register and appear for the examination at designated centers.
- TA/DA Reimbursement: One-time TA/DA incurred for appearing in the examination shall be reimbursed only after the successful completion of the course.
- Claim Period: The incentive claim must be submitted within three months from the date of issue of the certificate.
3. List of Approved Courses (Annexure 1)
The circular includes a detailed list of shortlisted courses for capacity building. Some key courses include:
iGOT Karmayogi (Coursera):
- Foundations of Cybersecurity (Google).
- Digital Governance (Erasmus University).
- Data Analysis with Generative AI (Microsoft).
- Climate Resilience and Urban Sustainability.
SWAYAM / SWAYAM Plus:
- Auditing and Corporate Governance.
- Python for Data Analytics & Machine Learning.
- GST (IIMB).
- Public Financial Administration.
4. Sanctioning Authority
For IA&AS officers, the sanctioning authority is the PD (P) Wing. For other officers/officials in field offices, the Head of the Department (HoD) is the competent authority to sanction the incentive and reimbursement.
