DDO Circular Alert (Feb 2026): Topic: Income Tax Proof Submission (Form 12BB). Deadline: 15th to 20th Feb 2026. Risk: Excess TDS Deduction in Feb/March Salary.
Drawing and Disbursing Officers (DDOs) across all Ministries and Departments have issued the mandatory circular for the Final Submission of Income Tax Savings Proofs for the Financial Year 2025-26. Employees who fail to submit Form 12BB with documentary evidence by the deadline will face massive tax deductions in their remaining salary checks.
Default Regime Warning: As per the Finance Act 2025, the New Tax Regime is the default. If you intend to claim HRA, Home Loan, or 80C deductions under the Old Regime, submitting the signed option form is non-negotiable.
1. Checklist of Documents (Form 12BB)
To prevent your DDO from rejecting your savings claim, ensure the following documents are attached to your Form 12BB:
| Deduction Head | Required Proof (Self-Attested) |
|---|---|
| HRA Exemption | Rent Receipt + PAN of Landlord (if rent > ₹1 Lakh/yr). |
| Home Loan (Sec 24b) | Provisional Interest Certificate from Bank (FY 2025-26). |
| Section 80C | LIC Premium Receipt, PPF Statement, ELSS Proof, Tuition Fee Receipt. |
| NPS (Tier 1) | Transaction Statement (if claiming ₹50k under 80CCD(1B)). |
Digital Submission: Most departments (Railways/Defence) now accept proofs via HRMS / e-Office. Check your department’s specific portal before submitting physical copies.
2. New vs Old Regime: The “February Trap”
Many employees declared the “Old Regime” in April 2025 but failed to invest the promised amount. DDOs will now re-calculate your total tax liability based on actual proofs submitted.
- Scenario A (No Proof): System automatically switches you to “New Regime” (if beneficial) OR deducts tax on “Old Regime” without deductions (Highest Tax).
- Scenario B (Partial Proof): Tax is re-calculated, and the entire deficit is recovered from the February Salary.
Example: If your projected tax was ₹50,000 but actual proof shows liability of ₹80,000, the remaining ₹30,000 will be deducted in a single shot from your Feb pay.
3. Deadlines by Department
While the Income Tax Act allows time till March 31, administrative deadlines are tighter to allow payroll processing.
- Railways (HRMS): February 15, 2026.
- Defence (Civilians): February 20, 2026.
- Postal Dept: February 18, 2026.
Can I switch Tax Regimes now?
Yes. You can switch from New to Old (or vice versa) at the time of proof submission, provided you do not have business income. Your DDO will deduct tax based on the final option form submitted in Feb.
What if I miss the DDO deadline?
If you miss the deadline, your DDO will deduct excess tax. You cannot claim HRA/80C in your salary slip anymore. However, you can still claim these refunds by filing your ITR (Income Tax Return) in July 2026.
