News Alert: The Department of Posts (DoP) has issued Circular No. SC-12/1/2026-RC-DOP dated January 28, 2026, mandating the adoption of Revised Disability Certificate Proformas. This follows the amendment to the Rights of Persons with Disabilities Rules, 2024.

All Postal Circles must now strictly use the new Form V, Form VI, and Form VII for assessing and certifying PwD (Persons with Disabilities) candidates and employees. This move aligns departmental records with the national UDID (Unique Disability ID) system.

✅ New Forms Adopted (Jan 2026):

Form V: Certificate for Single Disability.

Form VI: Certificate for Multiple Disabilities.

Form VII: Certificate for Disability Identity Card (UDID).

Action: Valid for all new recruitments (GDS/MTS/PA).

Why the Change? (RPwD Amendment 2024)

The Ministry of Social Justice & Empowerment introduced these revised forms to standardize disability certification across India. The new forms are designed to be generated electronically through the UDID portal, reducing the chances of fake certificates.

Impact on GDS & Postal Recruitment:
Candidates applying for the India Post GDS Recruitment 2026 must ensure their medical certificates are in the New Format. Old manual certificates (issued years ago) are valid only if they are still within the validity period mentioned on them. However, for any new assessment or renewal, the Medical Authority MUST use Form V/VI.

Instructions for Employees

Existing employees claiming benefits like Double Transport Allowance or special leave need not panic. Your existing certificate is valid.

  • Permanent Disability: Old certificate is valid for life.
  • Temporary Disability: Renewal must be done using the New Form V/VI.

The circular directs all Chief Postmasters General to ensure that appointing authorities verify the authenticity of certificates via the UDID portal during recruitment.

Do I need to apply for a UDID card?

Yes. The government is progressively making the UDID card the single document for availing all PwD benefits. It is highly recommended to apply on the Swavlamban portal.

Is the old certificate invalid now?

No. Certificates issued before this order remain valid for the period mentioned on them. The new forms are for new issuances only.
