MACP RULES 2026
(10-20-30 Years & The Refusal Trap)
(How to get a salary hike without a promotion)
⚡ Quick Answer: What is MACP?
Modified Assured Career Progression (MACP) guarantees a financial upgradation (salary hike) to Central Government employees who have not received a promotion for 10, 20, or 30 years. You move to the immediate next Pay Level in the Matrix.
⚠️ Strict Condition: The APAR Benchmark for MACP is “Very Good” for the last 5 years. If your grading is “Good” or “Average”, MACP will be denied.

Stagnation is the biggest enemy of a career. If you are stuck in the same post for decades, MACP ensures your salary keeps growing. However, thousands of employees lose this benefit due to the infamous “Refusal of Promotion” mistake.
1. Eligibility Stages (10-20-30)
MACP is granted at three specific intervals of continuous service, assuming no regular promotion has been availed.
| Stage | Requirement | Benefit |
|---|---|---|
| 1st MACP | 10 Years Service | Move to Next Pay Level |
| 2nd MACP | 20 Years Service | Move to Next Pay Level |
| 3rd MACP | 30 Years Service | Move to Next Pay Level |
2. Pay Fixation (How much hike?)
The benefit is exactly like a regular promotion: One Increment (3%) + Level Jump.
Scenario: Level 2 to Level 3 (After 10 Years)
- Current Pay (Level 2): ₹26,000
- Step 1 (Add Increment): ₹26,000 + 3% = ₹26,800 (Notional)
- Step 2 (Locate in Level 3): Find the figure equal to or higher than ₹26,800 in Level 3.
- Result: Pay fixed at ₹27,100 (Level 3).
*Note: There is NO change in designation or seniority. You remain a “Clerk” or “Assistant” but draw higher pay.
3. The Refusal Trap (Critical)
⚠️ WARNING: If you are offered a regular promotion (e.g., to another city) and you REFUSE it in writing:
1. Your MACP is stopped immediately.
2. You are debarred from any financial upgradation until you agree to accept the promotion again.
3. This refusal period is deducted from your 10/20/30 year count.
📊 “Very Good” Benchmark:
Since 25th July 2016, the minimum APAR grading required for MACP is “Very Good”. If your APAR is “Good” or “Average”, you are NOT eligible.
❓ MACP Common Questions
Does designation change after MACP?
No. MACP is purely a Financial Upgradation. Your designation, duties, and seniority remain exactly the same. You just draw the salary of the higher level.
Can I get MACP if I have “Good” APARs?
No. For any MACP falling due after 2016, the benchmark is strictly “Very Good”. You must upgrade your performance to be eligible.
