Modified Assured Career Progression (MACP) guarantees a financial upgrade to the next Pay Level if an employee does not get a regular promotion for 10 years. It is granted at intervals of 10, 20, and 30 years.
⚠️ Eligibility Rule: MACP is granted only if the employee has not received the required number of regular promotions during the same period.
Stagnation is the biggest enemy of a government employee. To fight this, the MACP scheme ensures that even if you don’t get a “Designation Promotion,” you will definitely get a “Salary Promotion.” This impacts your base for other allowances like HRA and Night Duty Allowance.
1. The Timeline Rule
The scheme operates on three specific milestones. Note: Service is counted strictly from the date of direct entry into government service.
1st MACP
When: Completion of 10 Years
Benefit: Move to next Pay Level.
(e.g., Level 1 → Level 2)
2nd MACP
When: Completion of 20 Years
Benefit: Move to next Pay Level.
(e.g., Level 2 → Level 3)
3rd MACP
When: Completion of 30 Years
Benefit: Move to next Pay Level.

Does MACP change designation or duties?
No. MACP only provides financial upgradation. Your designation, duties, and seniority list remaining exactly the same.
What happens if I refuse a promotion?
If you refuse a regular promotion, your MACP benefit will also be withdrawn. You cannot claim MACP if you deny a promotion offered by the department.
Is MACP applicable to Group A officers?
Yes, MACP is applicable to all Central Government civilian employees, including Group A officers (up to Level 13A).
