DoPT Order 2026: Mandatory iGOT Courses for APAR (Deadline March 31)

DoPT Order 2026: Mandatory iGOT Courses for APAR (Deadline March 31)

From March 31, 2026, the completion of mandatory iGOT Karmayogi courses will determine whether your Annual Performance Appraisal Report (APAR) is marked as “Completed” for the training column, as per the latest DoPT instructions. The Department of Personnel and Training has issued an Office Memorandum dated February 18, 2026, linking the digital learning record directly to the APAR assessment cycle for 2025-26.

DoPT Order Feb 2026: iGOT Linkage with SPARROW

The DoPT Office Memorandum (O.M.) clarifies that the “Self-Appraisal” section of the APAR now requires a verified certificate of course completion. Merely attending offline training is no longer sufficient for the digital service record. The order specifically targets Group A, B, and C employees to ensure the “Mission Karmayogi” mandate is reflected in annual assessments.

Deadline Alert: The cut-off date for course completion is March 31, 2026. Certificates generated after this date will not be counted for the 2025-26 APAR cycle.

In practice, many Reporting Officers are now instructed to downgrade the “Attributes” score if the officer has not shown interest in capacity building. This is a shift from previous years where training was often treated as a formality. The integration of iGOT with SPARROW means the system can now auto-fetch your progress, leaving no room for manual overrides by the Administration Section.

List of Mandatory Courses for APAR 2025-26

While different ministries may add domain-specific modules, the DoPT has flagged the following core courses as universal requirements for Central Government employees. These courses are designed to address common administrative gaps observed by the Capacity Building Commission (CBC).

Course Name Duration Target Audience
Code of Conduct for Govt Employees 45 Mins All Groups (A, B, C)
Prevention of Sexual Harassment (POSH) 60 Mins All Employees
Stay Safe in Cyber Space 30 Mins Officers using e-Office
Stress Management 45 Mins Group A & B
Effective Noteing & Drafting 90 Mins ASO / SO / US

How to Link Certificate to SPARROW?

A common error employees make is downloading the PDF and keeping it on their desktop. This does not update your service record. You must ensure the email ID registered on iGOT matches your SPARROW credentials exactly (usually the @gov.in or @nic.in ID). Once the course is 100% complete, navigate to the “Competency” tab in SPARROW and click “Fetch from iGOT”. If the servers are not synced, you must manually upload the PDF under the “Training” tab before submitting your self-appraisal.

Can I complete the courses on mobile?

Yes. The iGOT Karmayogi app allows course completion. However, downloading the certificate and uploading it to SPARROW is best done on a desktop connected to the NIC network to avoid authentication errors.

What happens if I miss the March 31 deadline?

If missed, the training column in your APAR will remain blank. The Reporting Officer may record “No Training Undertaken,” which can adversely affect your grading for MACP or promotion.

Exclusions and Special Cases

Not every employee is bound by this digital mandate. The accounts and administration sections have specific instructions to exempt certain categories to prevent unnecessary audit objections during the APAR generation process.

Covered (Mandatory):
All Regular Central Govt Employees
Employees on Deputation (check borrowing dept rules)
Probationers (if not in induction training)
Excluded (Exempt):
Employees retiring on or before April 30, 2026
MTS staff without digital access (if certified by HoD)
Employees on Study Leave or Long Medical Leave

Note for Deputationists: If you are on deputation to a PSU or Autonomous Body that does not use SPARROW, you must physically attach the iGOT certificates to your APAR form before sending it to your parent cadre.

Common Technical Issues & Solutions

DDOs and dealing hands often reject APAR self-appraisals because the training hours do not tally. The “Course Duration” mentioned on the certificate is final. If you watched a 45-minute video in 10 minutes by skipping, the system may record progress as “Incomplete” even if the quiz is passed.

Furthermore, the Parichay authentication often fails if your profile details (Designation, Ministry) on iGOT do not match your current posting. Before starting any course, verify your profile data. Correcting it after certificate generation is a tedious process involving the CBC helpdesk, which may not resolve before the March 31 deadline.

Is the “Very Good” Benchmark at Risk?

Yes. Under the 7th CPC and upcoming 8th Pay Commission frameworks, the “Very Good” benchmark is non-negotiable for MACP. A negative remark in the training column regarding non-compliance with DoPT orders gives the Reviewing Authority valid ground to downgrade an “Outstanding” report to “Good,” thereby stalling your financial upgradation.

Do these courses count for the 8th Pay Commission?

No Official Order Issued Yet as of February 19, 2026, linking iGOT credits directly to 8th Pay Commission fitment. However, skill upgradation is a key metric in the draft questionnaire.

How many credit hours are required per year?

While there is no fixed minimum for all cadres, the general guideline is 20 to 30 hours of digital learning annually to demonstrate consistent capacity building.
