Everyone is celebrating the 40:40:20 Ratio. But have you asked: “Where will the money come from to pay for these thousands of new LSG and HSG salaries?”
The answer is buried in the “Financial Implication” chapter (Page 27) of the report: Matching Savings.
📉 How “Matching Savings” Works
To upgrade 1 post from Level 4 (PA) to Level 6 (HSG-II), the Department has to show that it is saving money elsewhere.
The Calculation:
• Cost of 1 HSG-II Post ≈ ₹60,000/month.
• Cost of 1 Vacant PA Post ≈ ₹30,000/month.
• To create 1 HSG-II, the Department permanently abolishes 2 Vacant PA Posts.
Why This Matters to YOU?
While you get your promotion, the total staff strength of your office decreases.
The Consequence:
1. Workload Increases: The work done by those 2 abolished PA posts will now be distributed among the remaining staff.
2. Recruitment Freeze: Since vacant PA posts are “surrendered” to fund your promotion, fewer vacancies are reported to SSC/GDS for new recruitment.
The “Supervisory with Operational Duties” Clause
The report also adds a sneaky condition to justify this. It says supervisory posts must have a “Measurable Operational Component” (Page 161).
Translation: Even if you become HSG-II, you won’t just sit and supervise. You will likely handle a counter or a full seat because the junior staff simply isn’t there (abolished).
