New Delhi: The Ministry of Health & Family Welfare (MoHFW) has released Circular No. Z.28015/01/2026-Estt.II, inviting applications from retired Central Government servants for engagement as Consultants. The Department of Personnel & Training (DoPT) subsequently circulated this vacancy vide Office Memorandum No. 21/7/2023-CS.I (Coord.) on 13th February 2026.
The Ministry requires 02 Consultants for the APAR Section of the Central Health Service (CHS) to manage the SPARROW portal and physical dossiers. The engagement is contractual for an initial period of one year.

2. Who Should Apply? (Eligibility Criteria 2026)
The Ministry has defined specific eligibility norms for these posts. Only retired officers fitting the following profile should submit their PPO.
Eligible Candidates
1. Rank: Retired at the level of Section Officer (SO) or Under Secretary (US) from Central Government.
2. Age: Maximum 62 Years as on the date of application.
3. Skills: Knowledge of IT/Computer (for SPARROW position) and Record Management.
Not Eligible
1. Retired State Government Employees.
2. Officers retired from PSUs/Autonomous Bodies.
3. Applicants above 62 years of age.
3. Remuneration & Terms of Engagement
The financial package follows the standard Department of Expenditure guidelines for retired employees.
- Monthly Salary: “Last Pay Drawn minus Basic Pension”.
- Fixed Amount: The remuneration remains fixed for the contract duration.
- Allowances: No HRA, DA, or Medical Allowance is admissible.
- Leave Rule: Consultant is entitled to 1.5 days of paid leave for every completed month of service.
- Working Hours: 09:00 AM to 05:30 PM (Monday to Friday).

What is the duration of the contract?
The contractual appointment is initially for a maximum period of one year. It may be extended further based on the requirement of the Ministry and the performance of the consultant.
Will TA/DA be paid for official tours?
Yes. While no DA is paid on monthly remuneration, consultants are entitled to TA/DA on official tours. The entitlement will be the same as what was applicable to the officer at the time of retirement.
