The Railway Board has issued two significant orders affecting “Goods Train Managers” (formerly Goods Guards) and officers on deputation. RBE No. 05/2026 revises the Advance Correction Slip (ACS) No. 295 regarding promotion channels, while RBE No. 02/2026 updates the policy for retaining railway quarters.

Note: These changes are effective immediately for all Zonal Railways. Establishing the correct seniority in the new “General Selection” quota is critical for future promotions.

1. RBE 05/2026: Goods Train Manager Recruitment Rules

The recruitment and promotion pattern for the post of Goods Train Manager (Level-5) has been revised to streamline the intake from lower grades (Pointsman/Shunting Master).

Benefit for General Candidates: The quota for “General Selection” has been protected. Staff with 3 years of regular service in Level-1/Level-2 are now eligible to appear for the selection exam.

General Selection 60% Serving staff (Level 1/2) with 3 years service.
LDCE Quota 15% Limited Dept Competitive Exam (Merit-based).
Direct Recruitment 25% Via RRB (Open Market).

Key Change: The definition of “Eligible Categories” for the 60% promotional quota has been expanded. Employees must verify their service records in HRMS to ensure the “Date of Entry” matches the eligibility cutoff.

2. RBE 02/2026: Quarter Retention Rules (Strict)

A new policy regarding the retention of Railway accommodation for officers and staff proceeding on deputation (specifically to NCRTC and similar PSUs) has been notified.

Warning (Penal Rent): Unauthorized retention beyond the permissible limit of 2 months (plus 6 months on special request) will attract Damage Rent. This is 4 to 5 times the normal license fee.
  • Normal Retention: 2 Months (On payment of normal license fee).
  • Medical/Education Grounds: Up to 6 months (Requires GM approval).
  • Beyond Limit: Immediate eviction proceedings & Damage Rent deduction from salary.

3. Impact on Seniority & Pay Fixation

For employees promoted via RBE 05/2026 (General Selection), the Pay Fixation will be done under Rule 1313 (FR 22)(I)(a)(1).

Fixation Benefit: Employees will get the benefit of one increment (3%) on promotion from Pointsman (Level-2) to Goods Train Manager (Level-5).

However, staff opting for “Refusal of Promotion” will be debarred for one year and will lose their seniority position in the next selection cycle.

Can Pointsman apply for Goods Train Manager?

Yes. Under the 60% General Selection quota clarified in RBE 05/2026, Pointsmen with minimum 3 years of regular service are eligible to apply for the Goods Train Manager selection.

What is the damage rent for retaining quarters?

Damage rent rates vary by city classification (X, Y, Z). It is generally calculated at market rates, which can be ₹15,000 to ₹30,000 per month for Type-II/III quarters. Avoid retention without valid written permission.
