Unified Pension Scheme (UPS) 2026: Final Rules, Gratuity & The “One-Time Switch” Option
Jump to Section:
📅 Quick Summary: UPS 2026
The Unified Pension Scheme (UPS) is now fully operational for Central Government employees.
• Benefit: Assured Pension @ 50% of avg basic pay (last 12 months).
• Family Pension: Assured @ 60% of the employee’s pension.
The transition phase is over. The Department of Pension & Pensioners’ Welfare (DoPPW) has notified the implementation rules. If you are confused about whether you are in NPS or UPS, check your January 2026 Pay Slip for the specific contribution code.
1. Current Status (The Sep 30 Deadline)
The option to switch from NPS to UPS was open until September 30, 2025.
- New Recruits (post-01.04.2025): Mandatory covered under UPS.
- Existing NPS Employees: If you did not exercise the option by the deadline, you are likely continuing in NPS (National Pension System) by default, as the switch was optional.
- Default Logic: The scheme allowed existing employees to “opt into” UPS. Silence usually implies staying with the status quo (NPS), but you must verify with your DDO immediately.
2. Gratuity Benefits under UPS
A major confusion has been cleared. Employees under UPS are eligible for the same Gratuity benefits as Old Pension Scheme (OPS) employees.
| Component | NPS Rule | UPS Rule |
|---|---|---|
| Pension Amount | Market Linked (No Guarantee) | Assured 50% of Pay |
| Inflation Index | None | Linked to DR (AICPI) |
| Gratuity Limit | ₹25 Lakh (Now Applicable) | ₹25 Lakh (Confirmed) |
3. The “One-Way Switch” Trap
⚠️ Warning: No Going Back
If you have opted for UPS, you have a specific provision to revert to NPS, but it comes with strict conditions.
- Single Chance: Eligible employees can switch from UPS to NPS only once.
- Irreversible: Once you switch to NPS, you cannot switch back to UPS.
- Timing: The switch must be exercised at least one year before superannuation.
