The Department of Pension and Pensioners Welfare (DoPPW) has officially issued Circular F. No. 26020/02/2026-Admin.I -E-11371 dated 20.04.2026. This order invites applications for the engagement of 01 Legal Consultant and 01 Legal Assistant on a contractual basis.

  • Vacancies: 01 Legal Consultant and 01 Legal Assistant at Lok Nayak Bhawan, New Delhi.
  • Tenure: Initially for 01 year, extendable by two years based on performance and requirement.
  • Remuneration: Up to Rs 60,000 for Consultant and Rs 40,000 for Assistant.
  • Deadline: 15 days from the date of issue of the circular.

The engagement of legal professionals and retired government employees is being conducted to handle ongoing civil and service matters within the department. The selected candidates will operate out of Lok Nayak Bhawan, New Delhi, and will be required to observe normal office timings. In cases of exigency, the contractual employees may be called to attend the office on Saturdays, Sundays, or other holidays. This engagement is purely contractual and does not confer any right to regularisation.

The department reserves the right to terminate the contract at any time by giving two months prior notice. Similarly, if the employee wishes to resign before the expiry of the period, they must provide 60 days’ notice or two months’ salary in lieu of the notice period.

The remuneration structure is strictly bifurcated between direct legal professionals and retired government employees. In practice, most departments routing files for legal consultant remuneration deduct the basic pension strictly as per the PPO, and DDOs frequently return applications if the Last Pay Certificate (LPC) is not enclosed with the initial submission.

Remuneration Formula for Retired Government Employees:

Governed by Department of Expenditure O.M No. 3-25/2020-E.IIIA dated 09.12.2020.

Fixed Monthly Amount = Pay drawn at the time of retirement − Basic Pension.

Monthly increase: Nil (No Dearness Allowance or increment is applicable during the contract period).

  • Legal Consultant Pay (Professional) — Rs 60,000 per month consolidated
  • Legal Assistant Pay (Young Professional) — Rs 40,000 per month consolidated
  • Allowances — No TA, DA, HRA, or Medical benefits

Contractual employees will not be entitled to Dearness Allowance, Transport Allowance, House Rent Allowance, or Overtime Reimbursement. Furthermore, benefits such as CGHS, Pension, and Gratuity are entirely excluded from this engagement. The Legal Assistants are explicitly barred from claiming any absorption benefits under the Industrial Disputes Act, 1947.

Eligibility Rules and Age Limits

The eligibility criteria require candidates to possess a valid Bachelor’s Degree of Law from a university recognised by the Bar Council of India. For the Legal Consultant post, candidates must demonstrate a minimum of 10 years of experience in handling government service matters in any Central, State Government Ministry, Department, or PSU.

Legal Professionals with 10 years working experience with Govt Departments in Supreme Court/High Courts/CAT

Young Professionals holding an LLB degree with MS Office proficiency for the Assistant role

Candidates over 62 years of age for the Legal Consultant post

Candidates over 30 years as on 1st July 2025 for the Legal Assistant post

Applicants intending to practice privately or represent other clients during the engagement period

Scope of Duties and Leave Entitlement

The scope of duties requires meticulous attention to service rule interpretations and swift drafting of legal responses. The Legal Consultant will lead the process, while the Legal Assistant is tasked with assisting the Consultant in the Legal Cell.

  • Carry out continuous review, monitoring, and interpretation of Rules pertaining to Service and Civil matters.
  • Assist the Department in assigned court cases (OAs/WPs/SLPs/CIC matters).
  • Prepare draft affidavits in consultation with concerned sections and divisions.
  • Vet replies on various Parliamentary questions having legal aspects in a time-bound manner.
  • Liaise with Central Government Standing Counsels to track ongoing court cases.

Terms of Leave and Confidentiality

The contractual employees are entitled to avail exactly 18 days of leave in a calendar year on a pro-rata basis. Any un-availed leave cannot be carried forward to the next calendar year, nor can it be encashed. Leave exceeding 18 days will be treated as unauthorized, leading to a corresponding deduction in salary.

Stringent confidentiality clauses apply. The employees are bound by the Official Secret Act, 1923, and must maintain absolute integrity and secrecy regarding all information handled. During the engagement, they are prohibited from working for or representing any other legal authority or tribunal.

The application process is offline and strictly time-bound. Candidates must submit their complete documentation within 15 days of the circular’s issue date (20.04.2026). The selection will be based on application screening followed by an interview conducted by an appointed committee. No TA or DA will be paid for attending this interview.

  3. Step 3: Retired employees must attach a copy of their PPO and Last Pay Certificate.
  4. Step 4: All applicants must attach a copy of their Aadhaar Card and PAN Card.

What If Application Documents Are Incomplete?

Applications lacking the mandatory PPO copy (for retired employees) or failing to provide proper bank details will not pass the initial screening. Ensure the detailed CV with exact experience tenure is securely attached before submission.
